Minimum Energy Efficiency Standards (MEES) set the legal minimum EPC rating for rental properties in England and Wales. Getting ahead now protects your income and avoids rushed, costly upgrades later.

What landlords need to know about MEES

Since April 2020, landlords in England and Wales cannot grant new tenancies on properties with an EPC rating below E. Since April 2023, this applies to all existing tenancies too — including long-standing ones.

Proposals to raise the minimum to EPC C are in circulation. Whether or not the timeline changes, the direction of travel is clear. Properties that don't meet the standard become unlettable — and unmortgageable.

Will my tenants need to leave during installation?
No. All installation work is carried out entirely from outside the property. There is no interior access required, so tenants can remain at home throughout. Their daily routine is completely unaffected — most won't even notice the work is happening until it's done.
How much will it improve my EPC rating?
Most properties gain 1–2 EPC bands after cavity wall insulation. A property currently rated E will often reach D or C. The exact improvement depends on the property's current rating, size, and construction — the free survey will give you a clearer picture specific to your property.

A property rated F or G currently cannot be legally let in England and Wales. Cavity wall insulation can often bring an F-rated property up to D or E — which restores its lettable status. We'd recommend requesting a survey as quickly as possible to understand what's needed.
What certification will I receive?
Every installation is certified under PAS 2035 — the current UK standard for retrofit insulation. You receive a CIGA-backed 25-year guarantee and documentation that can be used to update your EPC. The guarantee is transferable to a new owner if you sell.
